ONE TIME NEED TO FUND CAC INVENTORIES & HANDBOOKS

CACs The Josephine County Citizen Advisory Committee (CAC) program1 was established in 1976. The function of CACs is to review and provide comments on any land use or land division applications in their areas in accordance with Oregon Statewide Goal 1 - Citizen Involvement.2

The Josephine Board County of Commissioners (BCC) is responsible for this program.

"Adequate human and financial resources shall be allocated to accomplish the
purposes of the program."1

Issue The issue is the lack of adequate human and financial resources to support the county’s CAC program, especially one-time CAC inventories.1

Cooperation We believe that effective citizen involvement is essential to good government. Elected officials, staff and citizens all play important roles in governing Josephine County. Cooperation between the county and citizens results in the best policy decisions.

Leadership Citizens look forward to working with the BCC, the Josephine County Citizen Involvement Committee (CIC), and the BCC staff to develop the needed one-time CAC inventories and handbooks.

One Time Need To Fund CAC Inventories & Handbooks

Inventories & Handbooks The BCC needs to demonstrate its interest and support (spend some "political capital") for citizen involvement and apply for a one-time grant from the Oregon Department of Land Conservation & Development for CAC inventories and handbooks.

*     Updated electronic copies of Josephine County’s Rural Land Development Code (RLDC) made available to those having hard copies.

*    Lists of names, addresses of property owners, and registered voters provided by CAC    area, including access to computer program for updates.

*    GIS maps and GIS data base information provided by CAC area.

*    GIS program provided to CACs like it is provided to watershed councils.

*    Assessor socio-economic data provided by CAC area.

*    County Citizen Involvement Handbook.

*    County CAC Organizational Functions Handbook developed to address: new or revised bylaws, bookkeeping system, assumed business name, Federal tax ID number, incorporating as 501(c)(3), mailings at "nonprofit" rates, elections, running meetings, etc.

*    Other information which could be helpful in promoting citizen involvement.

Grant Process The Hugo Neighborhood is ready to do its part, and its representatives volunteer to act as county staff in applying for the grant.

More Information

The Josephine County Citizen Involvement Plan (CIP) was established in 1976. However, there has been no budget allocated to implement the plan, especially to fund the functions of the CACs, since the 1980 - 1981 budget year.

Has the CAC program been successfully implemented during the last 20 years? The Hugo Neighborhood believes the CIC is in the best position to consider the question (see brochure entitled, Role of JO CO’s Citizen Involvement Committee: A Citizen Issue Paper).
