CITIZEN INVOLVEMENT IN THE OREGON LAND USE PLANNING SYSTEM

Citizen Involvement (CI) In The Oregon Land Use Planning System

For many, "Oregon Statewide Goal 1 — Citizen Involvement" is ailing. Citizen involvement is a messy, frustrating, laborious, expensive, and time-consuming process. Why not just repeal "Goal 1," forget about the painful process of involving citizens, and let the government get on with the business of planning for us?

A program of Public Broadcasting To Inform Citizenry will address "why not" in three committed tapings, or sessions.

Session 1. CI In

The Oregon Land Use Planning System

Session 2. Citizens Championing CI

*    Helping CI Programs Succeed
*    Promoting Community Organizations
*    Securing Budget For CI

Session 3. Divergent Views Of CI

The benefits of an effective citizen involvement program are: 1. education in the history and processes of land use planning and understanding of its needfulness and value, and 2. planning decisions better reflecting the desires of the community resulting in citizen ownership and support.

The Pacific Green Party has committed to produce the television sessions, without cost to the community, for the purpose of promoting open government.

Public Broadcasting To Inform Citizenry

Session 1 — CI In The Oregon Land Use Planning System will be produced by government and citizen representatives.

Land Use Planning Consultant — Mitch Rohse

The focus of Session 1 is information about citizen involvement in Oregon’s land use planning system without any evaluation concerning its success or failure. Session 1 will be taped January 18, 2003.

Session 2 was taped October 5, 2002 by three citizen involvement groups championing CI in land use planning (see brochure, Public Broadcasting To Inform Citizenry, August 26, 2002).

All sessions will be broadcasted on Rogue Valley TV Community Access Channel 15, a public-access cable television service in the Rogue River Valley.

Hugo Neighborhood Association & Historical Society’s Mission

This information brochure is one of a series of documents published by the Hugo Neighborhood Association & Historical Society (Hugo Neighbor-hood). It is designed to be shared with neighbors to promote citizen involvement in land use planning.

The Hugo Neighborhood is a nonprofit organization composed of a voluntary group of citizens interested in both the land use and history of the Hugo area, which is located in northern Josephine County, Oregon.

Land Use & History

The land use mission of the Hugo Neighborhood is to promote the social welfare of the citizens of the area by working to preserve, protect, and enhance the livability and economic viability of its farms, forests, and rural neighbors. One of our passions is promoting citizen involvement for the goal of an informed citizenry in decision-making.

Mike Walker, Secretary, Hugo Neighborhood, shared his neighborhood’s opinion during the October 5, 2002 taping of Citizens Champing Citizen Involvement.

"We believe citizen involvement in Oregon’s land use planning system is failing statewide, and we believe there are ways to make it successful. How are you doing? We would like to hear from you about your citizen involvement experiences."
