IRR SERIES (Internal Rate of Return)
The Land Use Committee, Hugo Neighborhood Association & Historical Society, is developing a series of eleven educational brochures covering Josephine Countys use of the internal rate of return (IRR). The IRR is a land use process used to evaluate converting resource lands to non-resource lands. What are resource lands, and the two ways that they can be redesignated for nonresource uses (i.e. "exception land" and "nonresource land"), including the state requirements for redesignation, Including LUBA Cases. 2. Woodlot Resource To Non-Resource Lands Relationship between Oregon Statewide Goal 4 Forest Lands, Josephine Countys policy permitting changes for lands from a resource designation (e.g., woodlot resource, etc.) to a non-resource designation through use of IRR system, and plan amendments. Also covers IRR issues. 3. Evaluation: Internal Rate of Return - IRR 1995 Evaluation of IRR system by DLCD and ODF. 4. Top IRR Rated Agricultural Lands Relationship Between Agricultural Lands, IRR Rated Lands, and Non-rated Soils, Including LUBA Cases. 5. Non-rated Soils & IRR System Relationship Between IRR Rated Soils, Non-rated Soils, and What Being a Non-rated Soil Means, Including LUBA Cases. 6. Quasi-Judicial Plan Amendments Plan Amendments Must Comply With The Statewide Goals and More Restrictive Local Plans and Zoning Ordinances, Including LUBA Cases. 7. Compliance With Goal 3 - Agricultural Lands Relationship Between Oregon Statewide Goal 3 - Agricultural Lands, Plan Amendments, and Acknowledged Local Land Use Plans, Including LUBA Cases. 8. Compliance With Goal 4 - Forest Lands Relationship Between Oregon Statewide Goal 4 - Forest Lands, Plan Amendments, and Acknowledged Local Land Use Plans, Including LUBA Cases. Relationship Between Brown Report, Soil Survey, Josephine County Comprehensive Plan Land Allocations, Zoning, and Effects. 10. Composite IRR Practical Examples of Applying the Composite IRR and the Sensitivity of Low IRR Soil Ratings Affecting Overall Property Composite Rating. 11. IRR (being developed) Explanation of How to Use IRR System to Calculate Individual Soil IRR Ratings with Current Data. |
