JOSEPHINE COUNTY TAX ROLLS: 1859, 1860, & 1861 Poll Tax: a tax per head; payment of a poll tax was a prerequisite for voting. In 1966 the Supreme Court of the United States declared poll taxes unconstitutional if they were used as requirements for voting in state and local elections. They violated the equal protection guaranteed by the 14th amendment of the United States Constitution.
Josephine County Tax Rolls: 1859, 1860, & 1861 History Project The Josephine County Assessor’s Office and the Hugo Neighborhood Association & Historical Society (Hugo Neighborhood) have entered into a history project agreement to reproduce the 131 page document of the Josephine County Tax Rolls of 1859, 1860, and 1861 into formats for sharing with its neighbors and the public. The tax rolls are the first known tax rolls for the county. They include information on the value of real estate (e.g., house lots, improvements, etc.) and personality, poll taxes, delinquent tax lists, personal property, legal voters, and a census roll (i.e., males, females, Chinamen, Indians, and Negroes). This history project is a specific commitment of the Hugo Neighbor-hood, with the permission of the Josephine County Assessor’s Office, to develop the county’s tax rolls into an electronic format for public sharing as determined by either party, or any Hugo Neighborhood volunteer. For example, copies of the new assessor tax roll document(s) might be made and shared. Publication could occur in The Daily Courier’s "Mondays Make History," information might be distributed via email, web page publication could occur, printed copies could be developed and retailed, etc. Hugo Neighborhood Volunteers On August 13, 2003, the Hugo Neighborhood volunteered to transcribe (type, edit, and publish) the Josephine County Tax Rolls of 1859, 1860, and 1861 into an electronic format. The following Hugo Neighborhood volunteers are in charge of the project.
More Information Josephine County Assessor, Michael L. Schneyder, accepted the Hugo Neighborhood’s offer September 9, 2003. His office provided a copy of the tax roll April 2004. A first meeting of the volunteers occurred July 1, 2004 in the home of Project Coordinator Karen Rose. The goal is a final meeting with the Josephine County Assessor jointly reviewing the original tax rolls the fall of 2004. Project completion is scheduled for the winter of 2004. The final product will be a stand alone hard-copy document and CD sponsored jointly by the Hugo Neighborhood and the Josephine County Assessor’s Office. |
