Josephine County citizens (JO CO) may submit studies and information for web publication to the Committee that they believe are applicable to Study Design and/or Study. All information web published must meet Committee standards of respect and civility. Citizens should address the issues not their neighbors.  The Committee will lean toward inclusion of citizen’s recommended information for web publication based on the following core values of the Committee and Study Design.

•   Fair Representation of All Values.

Master's of Public Policy (MPP) Essay Research Paper Identified
On November 7, 2015 Nathan Davis, a 2nd year graduate student at Oregon State University (OSU), formally settled on tiering his Master's of Public Policy (MPP) Essay research paper to the Josephine County (JO CO) Justice System & Public Safety Services (JS&PSS) public safety issue. Nathan is in the OSU School of Public Policy which is part of the OSU Rural Studies Program (RSP).
Davis stated, "The importance of government hearing citizen voices is what attracted me to policy research and, inevitably, to this project in Josephine County." He grew up in a rural Illinois county in which citizens often felt overlooked by government. During Davis’ undergraduate studies and through his work with various policy institutions, he learned the importance of research in governmental action. At OSU he expanded his knowledge of policy research and the role it can play in making government action more effective and more democratic. "This project not only affords me the chance to utilize this knowledge, but it also allows me to help create solutions for a practical policy problem," said Davis. His hope is that through this project, citizen values will be revealed, enabling JO CO to make more democratic decisions.
 
The Study Design approach relies on "people" citizens to provide insight about how to identify and manage problems, and formulate their own goals and solutions for the future (e.g., voting, writing letters to the editor and guest opinions in the TGPDC, writing arguments in voters’ pamphlets, etc.). Whalen emphasized, "The importance to citizens of knowing they are being heard, of being the decision-makers that decide their future, is critical." For example, the Study’s alternatives that will be analyzed are the range of potential solutions the public, as a group, identified.
 
The focus on citizens as the decision-makers will be the core of Nathan’s MPP paper, which is recording and analyzing the public’s opinions, pro and con, across their range of values, through a "Content Analysis" research method.

Abstract: Citizen Perceptions of Public Safety Levies in Josephine County, Oregon:  A Test of Group Engagement Theory
Group Engagement Theory describes the relationship between citizen perceptions of policy, individual identity and status judgements, and individual group engagement decisions. Utilizing a least likely crucial case methodology, this paper uses the case of Josephine County, Oregon to determine the validity of the Group Engagement Theory prediction that citizen identity and action are primarily driven by citizen perceptions of procedural justice. Josephine County has been struggling to raise funding through taxes for public safety services. Referenda in 2012, 2013, 2014, and 2015 all failed to garner the support of the public resulting in cuts to public safety services. This research analyzed letters to the editor to a local newspaper to determine citizen opinions and engagement decisions. Through this analysis, this paper determined that concerns over the distributive fairness of policy instruments, the riskiness of policy, and the trust of individuals in the government all played a role in determining citizen engagement decisions. These results suggest a falsification of the prediction by Group Engagement Theory that the primary motivating factor of individual group engagement decisions  perceptions of procedural justice.

Strategy Research Institute (SRI) is a business that, in part, designs and oversees information for persuasive campaigns. SRI is an authority in campaign development and implementation (i.e., findings from public opinion research conducted by SRI showed that the survey funder could capitalize upon a set of core values held by local voters).

"You predicted that if we followed your recommendations (based upon a scientifically conducted telephone survey) that our bond measure would be approved by 79% of the voters. We followed your recommendations quite closely, and the measure was approved by 78.7% of the voters. Pretty impressive." Mr. Hal Cronkite, (then) Assistant City Manager City of Berkeley.
The CUFS’ 2014 scientific voter opinion survey was not found on its web site, and there were no references in the record how a copy could be obtained. Therefore, independent observations could not be made by the authors of Study Design. For example, besides secondary news articles in TGPDC, the public could not access the survey. The purpose was to independently verify that the tax rate of $1.40 per $1,000 of assessed property value matched the voiced needs of JO CO voters with the amount of property taxes they were willing to pay. Because it was, in effect, anonymous; it did not exist and would probably not be useable in the Study.
 
CUFS was also the sponsor of the survey, and was clearly not independent of the safety levy that it had an interest in promoting. To verify that a subject is important, only a source that is independent of the subject can provide a reliable evaluation. A source too close to the subject will usually believe that the subject is important enough to warrant detailed coverage, and relying exclusively upon this source could present a conflict of interest, and a threat to a study’s neutrality.
 
The authors’, of Study Design, position on verifiability does not mean that the CUFS’ voter opinion survey was not a reliable (accurate) and valid (truthful) survey. It only means that the opinion survey does not meet the Study Design’s standard for verifiability (i.e., the survey would not be useable in the Study except with many qualifiers). This conclusion will be assessed by the Study Team (Appendix C4, Vetted Inventories information standards).
 
The following is another example, from work by Securing Our Safety (SOS). The SOS is a non-profit 501(c)(3), citizen-led organization dedicated to the mission of providing for a secure, stable, and sustainable future for Josephine County, Oregon (http://securingoursafety.org/). When SOS was formed in 2012, its first goal was to gather information from JO CO citizens on levels of service they wanted in their criminal justice system and their thoughts on the ways the proper resources to law enforcement could be provided.
 
The SOS, like CUFS, was the sponsor of information, that were clearly not independent of the four proposed JO CO public safety levies, that it had an interest in promoting. The authors of Study Design conclude some SOS studies will meet, and some will not meet, the Study Design’s standard for verifiability. This conclusion will be assessed by the Study Team (Appendix C4, Vetted Inventories information standards)
