Approximate Boundary For Proposed Josephine County-Wide RFPD
RFPDs Are Taxing Districts With Boundaries Delivery of Fire Protection Service by Rural Fire Protection Districts (RFPD’s) Outside of city limits, RFPDs are formed by voter approval to deliver structural fire protection service within a certain part of their county. Josephine County has four existing taxing RFPDs.
Proposed Josephine County-Wide RFPD Proposed County-Wide RFPD Based upon the recommendation of the Josephine County Fire Protection Committee Josephine County Resolution No. 2006-078) the Josephine County Board of Commissioners will probably have on the November 2008 ballot a vote for a County-Wide RFPD.Proposed RFPD Boundary Outside of the high timber county the proposed boundary generally encompasses the 12 neighborhoods (i.e., county citizen advisory areas) identified as communities at risk in the "unprotected area": 1. Colonial Valley, 2.Fort Vannoy, 3. Fruitdale-Harbeck, 4. Hugo, 5. Jones Creek, 6. Jumpoff Joe, 7. Lower Applegate, 8. Murphy, 9. North Valley (includes Merlin), 10. Red-wood, 11. Shan Creek, and 12. Sunny Valley (see title page map). Five Mile Standard Part of the Insurance Service Office (ISO) program provides Public Protection Classifications from 1 to 10. Class 1 represents exemplary public protection, and Class 10 indicates that the area’s fire-suppression program does not meet ISO minimum criteria. A Class 10 also results for locations in remote areas at a distance greater than five miles from a fire station. The five mile ISO classification standard is critical to determine homeowner insurance premiums.Local RFPD Boundaries The Exploratory Committee is analyzing a Colonial Valley, Hugo, Jumpoff Joe, North Valley, and Merlin neighborhood RFPD. A critical standard for the Exploratory Committee developing boundaries was the five mile standard and the number of fire stations. The Exploratory Committee is analyzing the potential for from one to three fire stations in the design of the neighborhood RFPD. Alternative Three basically covers four CAC areas: Colonial Valley, Hugo, Jumpoff Joe, and North Valley (see title page map). Possible RFPD Boundary: Alternative 3 All RFPDs Are Taxing Districts The proposed county-wide RFPD will be a full-fledged taxing district like the four existing RFPDs, and any new local RFPDs. Contact a member of the Exploratory Committee.1 RFPD Exploratory Committee’s Mission Mission An independent Rural Fire Protection District (RFPD) Exploratory Committee (Exploratory Committee) to investigate the potential for forming a RFPD in the general Merlin-Hugo region was formed in the fall of 2007.Big picture ideas for the exploratory effort include the following.
The ultimate goal is a higher level of fire protection service for a lower cost. The purpose of the Exploratory Committee is to gather information adequate enough to understand the rules/process to form a potential RFPD (i.e., rules, difficulty, pros and cons, levels of service, fees/ assessments, elections, etc.). This includes educational outreach efforts. The Exploratory Committee’s purpose is limited to investigating and researching the potential (i.e., merits and liabilities) for forming a RFPD. Other potential actions will be considered and acted upon by other entities after the Exploratory Committee’s purpose has ended.
