The Hugo Justice System & Public Safety Services Exploratory Committee’s (Justice System Exploratory Committee) was formed with a definition of its July 18, 2013 scope of work, Justice System & Public Safety Services Issue Scope Of Work.

The following three proposed guest opinions are an attempt to make the January 18, 2016 submitted guest opinion, Public Safety Study Design Idea, by Jon Whalen and Mike Walker, members of the Justice System Exploratory Committee, less turgid. They attempted this by breaking down the Public Safety Study Design Idea guest opinion into its natural three parts resulting in three proposed guest opinions.
